Bowl is level and tank leans way forward and doesnt allow seat to stay up. Tank is sitting down tight to front and back raised areas . The instructions only show a raised porcelian area in front and not the back but this bowl has them on the front and back

Unfortunately I also have this problem. The set came with two spacers to lift up the front of the tank.
They do not lift it enough. I added rubber gasket material to increase the lift of these spacers until the seat would stay up. But the the tank does not sit tight enough to the bowl so that the soft rubber gasket between the tank and bowl doesnโt fit tightly and the toilet leaks profusely when flushed.
Glacier Bay, PLEASE come up with a solution. Possibly taller spacers AND a taller gasket between talk and bowl.

My glacier bay cheapo toilet is doing the same thing. Tank looks flush with the bowl but is still leaning forward and prevent seat lid from staying up.

I have the exact same problem. I even reseated the toilet and although the base and bowl is level the tank is not. This seems like either very poor craftmanship or very poor quality control.
